Per ruling delivered by the ECHR on 8th December 2005 and IHD’s “Report on the discovery of Ramazan Yazıcı’s dead body” published on 21st November 1998, Ramazan Yazıcı was taken into custody by three armed plain-clothes men introducing themselves as police officers on 22nd November 1996 in the Silvan district of Diyarbakır. When his brother applied to the State Security Court’s Prosecutor’s Office, he was repeatedly told that Ramazan Yazıcı had not been placed under custody. His dead body was discovered on 3rd December 1996 in the İdil district of Şırnak. His body was not identified by family members until November 1998, when the newly appointed prosecutor İlhan Cihaner re-opened the file and found similarities with two other unsolved murders. As the investigation dragged on without any development, Ramazan Yazıcı’s family applied to the ECHR, which ruled, in 2005, that Turkey had violated articles 2 (right to life) and 13 (right to effective remedy).
