Per ruling delivered by the European Human Rights Court on 2nd August 2005, the founder of the Silopi bureau of the HADEP (People’s Democracy Party), Ebubekir Deniz disappeared, along with Serdar Tanış, after they went to the district gendarmerie command on 25th January 2001 per request of the gendarmerie commander. Ebubekir Deniz had been placed in custody multiple times and had previously been threatened by the military authorities for opening HADEP’s Silopi branch, the last being two weeks before his disappearance.
The Silopi Chief Public Prosecutor’s Office launched an investigation, which was later dismissed in 2004.
Shortly later, the family applied to the ECHR, which ruled in 2005 that articles 2 (right to life), 3 (prohibition of torture), 5 (right to liberty and security) and 13 (effective remedy) of the Convention had been violated.
In 2014, bones were exhumed at a site, where a witness claimed that the bodies of the two men had been buried. The test results are pending.

The gendarmerie authorities denied that the two men had been to the gendarmerie command. However, the Governorship later stated that the two men had left the gendarmerie command safe and sound and had gone missing afterwards.
The families filed criminal complaints with the Silopi Chief Public Prosecutor’s Office, naming as chief suspect the regiment commander, who had previously threatened Ebubekir Deniz for opening the Silopi branch of HADEP. The investigation was dismissed in 2004 without any significant development or result.
