Per ruling delivered by the ECHR on 26th March 2013; born in 1972 in the Dolunay (Zenge) village of Diyarbakır’s Lice district, Orhan Cingöz made a living selling tobacco with Edip Aksoy, who had moved to central Diyarbakır after being repeatedly tortured under detention by the military authorities when he was living in the Dolunay village. On 7th June 1995, the two men were taken by two armed plainclothes men from a teahouse in Dağkapı under the guise of going to the police station, which was refuted by the police station and the prosecutor’s office, when their concerned families applied to authorities shortly later.
In 2004, the ex-PKK member-turned-JİTEM agent Abdülkadir Aygan alleged that the two men were among the twenty-nine victims that were executed by JİTEM.
On 3rd January 2009, the investigation into their disappearance was dismissed due to statute of limitations with no possibility of further appeal.
In March 2013, the ECHR found the case inadmissible due to the six-month time limit for applications.
