Per Yakay-Der records and İHD’s plea file on enforced disappearances published in 2011, 28-year- old Ahmet Kalpar owned a bakery in Siverek district of Diyarbakır. He was a member of the pro-Kurdish DEP’s (The Democracy Party) Siverek organization. On 7th December 1993 three men came in a Renault car and forced him to leave with them. According to eye witnesses, one of the men was a village guard and a member of the B. tribe. Ahmet Kalpar has not been seen or heard from, nor have his bodily remains ever found. A connection between the B. tribe and state officials is mentioned in the Susurluk report, published on 13th August 1997, prepared by a parliamentary committee. The report claimed involvement of the B. tribe in almost all enforced disappearances in Urfa.
Ahmet Kalpar’s brother made several submissions to various legal and governmental authorities to find the whereabouts of Ahmet. Yet, almost all his attempts to get information were rejected. No investigation into the enforced disappearance of Ahmet has been initiated. In 2008, an allegation regarding the existence of a mass grave inside an ex-military zone led attorneys to file a request for the examination of the area. On 30th January 2009 Kapar’s brother submitted a request to the Office of the Chief Public Prosecutor to demand a DNA examination on the remnants to be obtained upon the completion of the exhumation. Though, according to the forensic report, bones obtained in the area belonged solely to animals.

Immediately after Ahmet Kalpar’s disappearance, his family went to the Office of Public Prosecutor, the Police Station and the Governor’s Office; however, all these state bodies rejected the family’s request to submit a petition. In 2008, an allegation regarding the existence of a mass grave inside an ex-military zone led attorneys to file a request for the examination of the area. On 30th January 2009 Ahmet’s brother submitted a request to the Office of the Chief Public Prosecutor to demand a DNA examination on the remnants to be obtained upon the completion of the exhumation. In 2009, lawyers of the Human Rights Association, requested ten cases of disappearance including Ahmet Kalpar’s to be included in a high-level investigation into the acts of security officials, publicly known as “the Ergenekon gang”. The Office of the Istanbul Chief Public Prosecutor started a new investigation into these disappearances. Hafıza Merkez does not have any further information regarding the course of the legal process.
