Per Yakay-Der records and IHD’s press statement released on 25th December 2011, Ali Efeoğlu was a senior student at İstanbul Technical University’s Civil Engineering Department. On 5th January 1994 he was kidnapped by undercover policemen in İstanbul’s Pendik district. He has not been seen or heard from since that time. Ali was the younger brother of Ayhan Efeoğlu who was forcefully disappeared in 1992.
The investigation started by the İstanbul Chief Public Prosecutor’s Office concerning Ali’s disappearance did not yield any result. On 7th January 2009, the investigation was closed due to statute of limitations. The family’s objection to the decision was rejected by the 15th High Penal Court of İstanbul’s Bakırköy district.

On 24th January 1994, the lawyer of the family of Ali Efeoğlu, who had been abducted by plainclothes officers on 5th January, submitted a petition to the Office of Istanbul State Security Court Public Prosecutor and news articles started to appear in leading national newspapers, whereupon an investigation into Efeoğlu’s disappearance was opened. On February 9, 1994, in its written answer to the Public Prosecutor, Istanbul Police Department stated that Ali Efeoğlu was not detained, however it was discovered that he was wanted by the police at the time of his disappearance. In the following years, no action was taken regarding the investigation. On 7th January 2009, the investigation was closed due to statute of limitations. The family was not notified about the decision.
In December 2011, after the family learnt about the decision and their attorney submitted an objection. As to Hafıza Merkezi’s last update on the judiciary process, the 15th High Penal Court in İstanbul’s Bakırköy district rejected the family’s request.
