Per ruling delivered by the ECHR on 17th March 2005 and Demokrat Haber’s article published on 8th July 2016, Talat Türkoğlu, who had a history of political activism, arrest and trial, was under police surveillance at the time of his disappearance. On 1st April 1996, he left his relatives’ house in Edirne to return to his home in İstanbul; however, since then, he has not been heard from or seen, nor have his bodily remains been found.
Even though, in 1997, a prisoner who had previously acted as a counterguerrilla agent and a state informant gave detailed and accurate descriptions about his disappearance, the investigation was dismissed in 1998, after the prisoner’s death.
In 2005, the ECHR ruled that Turkey had violated the 2nd article (right to life) of the Convention.
In 2012, the investigation was reactivated by the Edirne Chief Public Prosecutor’s Office, only to be closed in 2016 due to statute of limitations. Türkoğlu’s family appealed the court’s decision.

Per ruling delivered by the ECHR on 17th March 2005, after Talat Türkoğlu’s disappearance on 1st April 1996, an investigation was initiated upon his mother’s application to the Edirne Chief Public Prosecutor’s Office and his wife’s application to the State Security Court’s Prosecutor’s Office. In 1997, a prisoner who had both served as a state informant in the left-wing MLKP organization and as a counterguerrilla agent claimed that Talat Türkoğlu had been interrogated and then executed by a group of security officers near Edirne. Even though the prisoner gave an accurate and detailed description of Talat Türkoğlu’s clothes and personal belongings, the investigation was dismissed in 1998 and no further action was taken due to the death of the prisoner.
