Per Yakay-Der’s records and press statement released by Cumartesi İnsanları on 1st February 2014, Osman Kayar was a peasant living in the Çiftlik village of Şırnak’s Silopi district. He was summoned to the Ortaköy Genramerie Station on either 15th May 1994 (according to his son) or in November 1993 (according to İHD’s Commission for disappearances and unsolved murders). When he went there accompanied by the mukhtar of his village and a fellow villager, the latter two men were sent back to the village to bring Osman Kayar’s brother to the station. Upon their arrival at the station with Osman Kayar’s brother, they were told that he had been released and had left for Silopi. Osman Kayar has not been heard from or seen, nor have his bodily remains been found.
An investigation was launched into the murder and disappearance of fifty-four victims, including Osman Kayar, in 2008. As of March 2015, the investigation is still on-going.

After the disappearance of Osman Kayar at the Ortaköy Gendarmerie Station in 1993 or 1994, his family was scared to initiate a legal process into the disappearance. After widely mediatized allegations regarding burial sites of JİTEM victims in Şırnak, Osman Kayar’s family was among the fifty-seven plaintiffs who applied to the Silopi Chief Public Prosecutor’s Office in 2008, triggering an investigation (file no. 2008/3151). Since then, the investigation was transferred between various prosecutor’s offices. As of March 2015, the investigation is still on-going.
