Per report released by the Human Rights Investigation Board of the National Assembly on 26th May 2011 and news article published on the Hür Bakış news site on 20th May 2013, Tolga Baykal Ceylan travelled to İğneadası, Kırklareli by himself for a vacation on 7th August 2004 and started sharing the tent of a person that he met there. The following day, he was stopped for an ID check by a gendarmerie and released after the mukhtar vouched for him. On 10th August, he spoke to his mother on the phone for the last time; his wet clothes were found at the fishing port later on the same day. His mother alerted the police on the 12th August; he has not been seen or heard from, nor have his bodily remains been found.
In 2011, an ex-PKK-member-turned-JİTEM-employee claimed to have seen Tolga Baykal Ceylan being tortured in a house in İstanbul by a soldier and civilians implicated in a well-known murder.
As of 2013, the investigation is still on-going.

A sub-commission was formed on 9th February 2011 in order to investigate the disappearance of Tolga Baykal Ceylan, who had gone missing in 2004 while vacationing in İgneadası, Kırklareli, where he had been stopped by the gendarmerie for an ID check and let go after the mukhtar had vouched for him.
The sub-commission found that the investigation launched by the Demirköy Chief Public prosecutor’s Office had been dismissed in 2006 due to lack of evidence; a new investigation was therefore initiated by the Prosecutor’s Office under file no.2011/41.
The sub-commission concluded that Tolga Baykal Ceylan had not disappeared under custody as there was no record of his ID being checked by the security forces.
