Per indictment bill prepared by the Diyarbakır Chief Public Prosecutor’s Office, one day towards the end of December in 1993, after a military operation in the Cudi neighbourhood of Şırnak, İhsan Arslan was abducted by a group of village guards and imprisoned in a house in the same neighbourhood.
İlhan Arslan’s wife searched for her husband and persistently pressured the immediate relatives of the village guards’ families to release her husband to no avail.
In 2009, the Diyarbakır Public Prosecutor’s Office prepared a bill of indictment concerning the enforced disappearance and arbitrary killing of 21 individuals between 1993 and 1995 by the then Cizre Gendermarie Commander, former Cizre Mayor, village guards, ex-PKK members-turned-JİTEM-employees and a gendermarie special sergeant.
The case was founded upon allegations made by the brother of one of the village guards involved in İhsan Arslan’s case. According to these claims, İhsan Arslan was interrogated and executed on the fourth day of his abduction.
The trial, which started in September 2009, ended with acquittal of all suspects on grounds of lack of sufficient evidence on 5th November 2015. The case is under review by the Court of Cassation.

Per indictment bill prepared by the Diyarbakır Chief Public Prosecutor’s Office, after a military operation in the Cudi neighbourhood of Şırnak in December 1993, İhsan Arslan was abducted by a group of village guards and imprisoned in a house in the same neighbourhood.
İlhan Arslan’s wife and brother filed a criminal complaint but had to retract it due to threats from the village guards. Two years later, when they lodged a criminal complaint for the second time, they were unable to follow up through with the process for the same reason.
In 2000, as the security forces started to investigate the activities of the Hizbullah organization in the region, Arslan’s brother applied to the Cizre Chief Public Prosecutor’s Office, which initiated an investigation that did not lead anywhere.
