According to the Cizre Chief Public Prosecutor’s Office case documents on Kemal Mubariz’s disappearance, The Mubarız family worked as farmers in the Cinibré (Yeşilyurt) village of Cizre. Kemal Mubariz moved to Cizre with two of his brothers in 1984.
On 1st February 1994, during a joint operation by the army, the police and the special operations forces two men, one armed and one civilian, came to the Mubariz residence and left with Kemal Mubarız and his elder brother under the pretext of taking them to the police station to take their statement. On the way, at a police check point, the men identified themselves as intelligence officers. At the entrance of the Nusaybin District Gendarmerie Command, the men withheld Kemal while releasing his elder brother, telling him that Kemal would be freed in exchange for 100 million TL, otherwise he would be killed. Even though the brother handed the demanded sum to one of the men at the designated meeting place as agreed, Kemal was not returned to the family.
Kemal Mubariz’s family applied to all the authorities, including the District Gendarmerie Command and submitted DNA for all burial site searches, they have not found any trace of Kemal nor have they obtained any information regarding his disappearance.
The investigation that began after their application to the Cizre Chief Public Prosecutor’s Office in March 2009 is still on-going.

According to the Cizre Chief Public Prosecutor’s Office case documents on Kemal Mubariz’s disappearance, On 25th March 2009, after Kemal Mubariz’s elder brother filed a complaint naming the District Gendarmerie Commander, the head village guard and two men who had come to their house as suspects, the Cizre Chief Public Prosecutor’s Office initiated an investigation (file no.2009/430) into Kemal’s disappearance. However, the two men remain unidentified as the the photo line-up shown to the brother did not include them.
On 6th February 2013, the investigation file was taken over by the Diyarbakır Chief Public Prosecutor’s Office (file no.2013/466), only to be transferred back to the Cizre Chief Public Prosecutor’s Office after the jurisdiction of chief public prosecutor’s offices over actions falling under Article 10 of the Anti-terrorism Act was abolished. The investigation is on-going under file number 2014/1859.
