Per his wife’s testimony and complaint petition given to Cizre Chief Public Prosecutor's Office, Siirt-born 28-year-old Lokman Akay was a married cook with three children living and working at his self-owned restaurant in the Cizre district of Şırnak. Before he went missing, he had told his wife, who was pregnant with their fourth child, that he was being asked to work for JİTEM. On 6th November 1995, on his way home from work, witnesses saw Lokman being put into a Toros car with no plate by four men known as JİTEM members while others saw him exit the district police station later that evening. After a while, a woman noticed Lokman get into a white Toros car, matching the description of the car seen earlier.
Not long afterwards, Lokman’s dead body was found on the road to the İdil district. Lokman’s family believe that it would be impossible for Lokman to get there without the knowledge of authorities as there were two military checkpoints on the road to İdil, carrying out strict ID checks on all travelers.

After the discovery of Lokman Akay’s dead body, the İdil Chief Public Prosecutor’s Office launched an investigation (file no. 1995/210), issuing a standing warrant (no. 1996/3) for the perpetuators in 1996. As the legal process went back did not yield any results, Lokman Akay’s wife submitted a new request to the Cizre Chief Public Prosecutor’s Office prompting a new investigation (2009/430), which was later sent to the Diyarbakır Chief Public Prosecutors Office (2013/466), only to have it returned to Cizre (file no.2014/1859) after the jurisdiction of chief public prosecutor’s offices over actions falling under Article 10 of the Anti-Terrorism Act was abolished. Despite the family’s written request for a more effective investigation in 2014 and application to the Constitutional Court, the İdil Chief Public Prosecutor’s Office closed the case due to statute of limitations.
