Per indictment bill prepared by the Diyarbakır Chief Public Prosecutor’s Office, Ramazan Elçi was a married grocery shop-owner living and working in the Cizre district of Şırnak, who was abducted by two armed plainclothes men from his shop in early February 1994. His dead body was found on 14th February and even though Elçi’s brother identified Ramazan Elçi, he was buried in a pauper’s grave by authorities, who concluded that he had been executed by the PKK.
In 2005, Ramazan Elçi’s wife applied to the authorities to positively establish her husband’s identity. In 2009, he was included in the indictment bill concerning murders and enforced disappearances conducted by a gang formed by the Cizre District Gendarmerie Commander. After all the defendants were acquitted, the case was sent to the Court of Cassation for review.

Per indictment bill prepared by the Diyarbakır Chief Public Prosecutor’s Office, as the abduction and murder of Ramazan Elçi was attributed to the PKK, the investigation was handed over to the State Security Court’s Prosecution Office in 1994.
In 2005, Ramazan Elçi’s wife applied to the authorities to positively establish her husband’s identity who had been buried in a pauper’s grave as an unidentified victim, despite being identified by his brother in 1994.
In 2009, he was included in the indictment bill (no.2009/972) concerning the crimes perpetuated by a gang formed by the Cizre District Gendarmerie Commander. In the bill, the gang, which was comprised of soldiers, ex-PKK members-turned-JİTEM members and village guards, was accused of twenty-two murders and enforced disappearances. In November 2015, all the defendants were acquitted due to lack of evidence. The case is under review by the Court of Cassation.
